New Mexico issues a personal cannabis production license, 10 licenses for recreational cannabis businesses, and four medical cannabis licenses. New Mexico's adult-use cannabis license types are issued by the Cannabis Control Division of the New Mexico Regulation and Licensing Department while the medical cannabis licenses, including the personal cannabis production license, are issued by the Medical Cannabis Program of the New Mexico Department of Health.

This license is issued to a qualified medical marijuana patient and authorizes the registered patient to grow medical cannabis in an approved location identified on the license. A personal production licensee in New Mexico may cultivate up to four mature female cannabis plants and a total of 12 seedlings and male cannabis plants. The licensee may possess no more than an adequate supply of usable cannabis, seeds, or plants from licensed non-profit cannabis producers.
This license permits the licensee to cultivate cannabis plants, possess unprocessed cannabis products tested by a testing laboratory, and transport unprocessed cannabis products to other licensed cannabis premises. The New Mexico adult-use producer license also permits the licensee to sell cannabis products wholesale.
This license authorizes the licensee to process uncultivated cannabis into oils, edibles, and other cannabis products. Also, the licensee can legally package cannabis products; possess cannabis products tested by a testing laboratory; and acquire, sell, or transport wholesale cannabis products to any other licensed cannabis establishment.
The adult-use retailer license authorizes the licensee to sell cannabis products to qualified patients and primary caregivers. Such licensees are also allowed to sell cannabis products to reciprocal participants or directly to cannabis consumers.
A vertically integrated cannabis establishment license permits the licensee to act as a cannabis courier, cannabis manufacturer, cannabis producer, and cannabis retailer.
The New Mexico cannabis producer microbusiness license permits the licensee to act as a cannabis producer. However, the licensee is restricted to a single licensed premises and possession of no more than 200 total mature cannabis plants at a time.

This license allows a laboratory to sample, collect, and test cannabis products. The license also permits the licensee to transport cannabis products for the purpose of testing.
This license is for vertically integrated marijuana businesses and permits a licensee to grow medical cannabis plants, extract, process, and produce medical cannabis products. Under this license, the licensee may also dispense cannabis products to registered patients.
